Je prie V[otre] E[xcellence] de me conserver sa bienveillance et d’agréer les expressions de ma haute considération Th Herzl Gleichzeitig schreibe ich dem zögernden Katzenelsohn   Katzen[elsohn] meldete mir nämlich, dass J[acob] H[enry] Schiff bereit wäre, ein russisches Anlehen (auf Wunsch, wunderbarer Weise, Lord Lans= downes u. der engl[ischen] Regier[un]g) zu negociiren, falls man etwas für die Juden in Russland thäte. Doch ist verstanden, dass ihm (Schiff) dies Wohlthun auch mehr als bürgerliche Zinsen bringen müsste. Katzen[elsohn] sagte darauf: was wir brauchen, hat Dr.Herzl Plehwe gegenüber for= mulirt. Schiff verlangte meine „Punkte“, da er sie dem König v[on] England vor= legen wolle, bei dem er Audienz habe. Katzen[elsohn] gab ihm die Punkte u. brachte  

If M.K. is granted an audience, he will at the same time give the reasons why I have still not been able to go to Constantinople for negotiations with the Ottoman govt.

At the same time I am writing to the hesitant Katzenelson.

 

For Katzenelson had reported to me that J. H. Schiff would be prepared to negotiate a Russian loan (strange to say, at the request of Lord Lansdowne and the English government), provided that something were done for the Jews in Russia. But it is understood that this good deed would also have to bring him (Schiff) more than the standard rate of interest.

 

To that Katzenelson had replied: What we need has been formulated by Dr. Herzl in his conversation with Plehwe. Schiff then asked for my “points," as he wanted to place them before the King of England with whom he was going to have an audience; Katzenelson gave him the points and brought me a copy here.

קצנלסוֹן אכן הודיע לי שיעקב הנרי שיף יהיה מוכן לשאת ולתת על מלווה לרוסיה (כמה מופלא, על־פי הבקשה של הלורד לֶנסדאוּן ושל ממשלת בריטניה), אם ייעשה משהו בשביל היהודים ברוסיה. עם זאת, מובן שמעשה הנדיבות הזה עשוי לזכותו (את שיף) ביותר מאשר בריבית המקובלת.

קצנלסוֹן אמר [לשיף] בהקשר זה: את מה שאנו זקוקים לו ניסח הד״ר הרצל בשביל פּלֶוֶה. שיף ביקש את ה״נקודות" שלי, כי ברצונו להביאן לפני מלך אנגליה, שיהיה לו ריאיון אצלו.

קצנלסוֹן נתן לו את ה״נקודות" והביא לי לכאן את ההעתק.
