Wien 4 I 1904 An Plehwe; Excellence, j’ai l’honneur de vous soumettre les (xx) renseignements que j’ai (xx) obtenus à Const[antino]ple. L’homme de confiance que j’avais chargé de remettre ma lettre à S[on] E[xcellence] M[onsieu]r Sinovieff, l’ambassadeur russe, a reçu cette réponse: „(xx) On m’a écrit là-dessus de St. Pétersbourg, mais jusqu’à présent je n’ai encore rien fait, et il ne sera pas facile de faire quelque chose.“ (xx) Malgré tout ma bonne … volonté … ne pour donc rien faire   Dans ces circonstances mal  et malgré toute ma bonne volonté je ne peux donc rien faire pour l’émigration, et la situation des juifs (xx) restera aussi triste et pénible qu’elle l’a été jusqu’ici. La réponse de S[on] E[xcellence] M[onsieu]r Sinoview prouve du reste l’exactitude des considérations

Your Excellency:

 

I have the honor to submit to you the information that I obtained at Constantinople.

 

The confidential representative whom I charged with transmitting my letter to H.E. M. Sinoviev, the Russian ambassador, received this reply: "They have written me about it from St. Petersburg; but up to now I have not done anything, and it will not be easy to do anything."

 

Under these circumstances, and despite my good will, I cannot do anything on behalf of the emigration, and the situation of the Jews will remain as sad and distressing as it has been up to now.

 

Moreover, the reply of H.E. M. Sinoviev proves the accuracy of the considerations which I permitted myself to submit to Your Excellency.

הוד מעלתך,

אני מתכבד להגיש לך את הידיעות שקיבלתי מקושטא.

איש־האמונים שהטלתי עליו למסור את מכתבי להוד מעלתו שגריר רוסיה, מר זינוֹביֶב, קיבל את התשובה הזאת: "כתבו לי על כך מפטרסבורג, ואולם עד עכשיו עדיין לא עשיתי דבר ולא יהיה קל לעשות דבר־מה".

בנסיבות אלה ולמרות כל רצוני הטוב, אינני יכול אפוא לעשות דבר למען ההגירה, ומצב היהודים ימשיך להיות נוגה ומכאיב כשם שהיה עד עתה.

תשובתו של הוד מעלתו מר זינוֹביֶב שבה ומוכיחה את אמִתות השיקולים שהרשיתי לעצמי לפרוס לפני הוד מעלתך.
