Dem entgegen verlangt er verschiedene

finanzielle Leistungen: Besorgung von

Anleihen, die Conversion der Staatsschuld

u. industriell=technische Einrichtungen zur

Hebung der allgemeinen Wohlfahrt in seinem

Reiche.

Ich habe diese Anträge mit der gebotenen

Höflichkeit abgelehnt, weil vor Allem die

Basis fehlte, auf der ich (xx)

(xx) im Sinne unseres Baseler Programms

einzig u. allein stehen kann. Meine Ab=

lehnung gab ich in einem Schlussprotocoll

zu den Acten, die in Yildiz Kiosk verblieben.

Nach diesem officiellen Schlüsse der

diesmaligen Verhandlungen wurde mir jedoch

officiös bedeutet, dass ich die Beziehungen

(xx) doch nicht als abgebrochen ansehen

möge. Ich solle vielmehr die mir ange=

botenen financiellen Concessionen annehmen,

weil ich so im Verlauf der Begebenheiten

den Sultan von meinem guten Willen

Ich hätte die Anträge allerdings auch aus dem Grunde ab=

lehnen müssen, weil nach einer gewiss unanfechtbaren Bemerkung meines Collegen Cowen in

Constantinopel unsere Finanzkräfte dafür nicht ausreichen u. ich mich

daher an ausserhalb unseres Kreises stehende Financiers zunächst wenden müsste.

Instead, he has offered to grant me colonization in his other provinces of Asia Minor, particularly in Mesopotamia, on gratis territory. In return he demands various financial services: procuring loans, consolidation of the national debt, and industrial-technical arrangements for raising the general welfare in his Empire.

I have rejected these proposals with due courtesy, because above all they lacked the one foundation on which I can stand in the spirit of our Basel program. I made my refusal in a final memorandum which became part of the permanent files of Yildiz Kiosk.

To be sure, I would have had to decline the proposals for another reason as well—because, according to a surely incontrovertible remark made in Constantinople by my colleague Cowen, our financial strength is not equal to it, and I would therefore have to turn to financiers outside our circle first.

However, after this official conclusion of these negotiations it was indicated to me semi-officially that I should not regard the relations as broken off after all. Rather, I should accept the financial concessions offered to me, because that way I would be able, in the course of events, to convince the Sultan of my good will and also acquire useful friendships in the country and in the government.

לעומת זאת הוא העלה לפני את ההצעה להתיר לי התיישבות ביתר מחוזותיו באסיה הקטנה ובייחוד בארם־נהריים, על אדמות שאין צורך לשלם בעבורן. בתמורה הוא דורש שירותים פיננסיים למיניהם: השגת הלוואות, המרת חוב המדינה וסידורים תעשייתיים־טכניים להעלאת הרווחה הכללית בממלכתו.

דחיתי את ההצעות הללו באדיבות המתחייבת, כי בראש ובראשונה חסר היה הבסיס האחד והיחיד שעליו יכולתי להישען בהתאם לרוח תוכנית־באזל שלנו. את דחייתי מסרתי לעדות בפרוטוקול מסכם שנשאר ביילדיז־קיוסק.

לאמִתו של דבר הייתי צריך לדחות את ההצעות גם משום שכוחותינו הפיננסיים לא יהיו מספיקים לכך, כפי שהעיר בקושטא, בצדק גמור, עמיתי קאוּאֶן, ועל כן אצטרך לפנות תחילה לאנשי־כספים מחוץ לחוג שלנו.

ואולם לאחר הסיום הרשמי הזה של המשא ומתן האחרון, נרמז לי באורח רשמי למחצה, שאל לי לראות בכך ניתוק היחסים. יתר על כן, רצוי שאסכים לקבל את הזכיונות הפיננסיים שהוצעו לי, כי במהלך העשייה אוכל לשכנע את הסולטאן שכוונותי טובות ואוכל לקשור קשרי ידידות מועילים ברחבי המדינה ובממשלה.
