B. eine Englische Federation (Chairman Sir Fr[ancis] Montefiore in London), eine südafri= kanische (Chairman M[iste]r Goldreich in Johannesburg) eine canadische (Chairman M[iste]r Clarence de Sola in Montreal). Durch die Feder[ationen] Viel zahlreicher sind natürlich die Federationen in Osteuropa. Alle Federationen sind jetzt in Wien centralisirt. Durch sie können wir die Ortsgruppen einzelnen u. Vereine zu Emigrationsbehörden von absoluter Verlässlichkeit mit u. nach mit einheitlichem Reglement Vorschrift machen. Die Ein= wanderer werden uns von den Ortsgruppen präsentirt u. jede Ortsgruppe haftet uns für die Tüchtigkeit der ausgewählten Leute

Immigration will not take place at once, but will be organized. We have several thousand Zionist associations all over the world.

 

These are grouped into federations in each country. Thus, e.g., there is an English Federation (Chairman Sir Fr. Montefiore, in London), a South African one (Chairman Mr. Goldreich, Johannesburg), a Canadian one (Chairman Mr. Clarence de Sola, Montreal).

 

Naturally, the federations in Eastern Europe are much more numerous.

 

All federations are now centralized in Vienna. Through them we can make the individual associations into emigration authorities of absolute reliability and with uniform regulations. The immigrants will be presented to us by the Local Groups, and each such group will be responsible to us for the fitness of the people selected.

ההגירה לא מתחילה מיד, היא תאורגן תחילה. יש לנו כמה אלפים ארגונים ציוניים בעולם כולו. 

אלה מאוגדים בפדרציות בכל אחת מן הארצות. יש למשל פדרציה אנגלית (היושב ראש שלה הוא סֶר פרנסיס מונטפיורי בלונדון), פדרציה דרום־אפריקנית (היושב ראש – מיסטר גוֹלדרייך ביוהאנסבורג), קנדית (היושב ראש שלה מיסטר קלָרֶנס דֶה סוֹלָה במונטריאול).

 ברור שהפדרציות במזרח אירופה מרובות הרבה יותר.

 מרכז כל הפדרציות הוא עתה בווינה. באמצעותן נוכל להפוך אגודות יחידות לרשויות הגירה שאפשר לסמוך עליהן לחלוטין ושיפעלו על־פי תקנון אחיד. האגודות המקומיות ימליצו על המהגרים, וכל אגודה מקומית תערוב לכשירותם של האנשים שייבחרו [להגירה].
