La situation actuelle de M[onsieu]r Rouvier comme ministre des finances, ne rend pas plus difficile la question, mais bien plus facile. (xx) Si son projet n’est pas accepté par V[otre] M[ajesté] I[mpériale], (xx) le (xx) ministère français ne pourra pas être désagréable au gouv[ernemen]t ottoman, parceque les adversaires (xx) du cabinet français auraient trop beau jeu en déclarant que la République doit servir les intérêts d’un groupe financier. Par contre, si le projet Rouvier est adopté M[onsieu]r R[ouvier] devra

I have the honor to submit the following considerations to Y.I.M.

 

First a word on the political aspect of the Rouvier plan. M. Rouvier’s current position as Minister of Finance does not make the situation more difficult, but actually makes it easier.

 

If his proposal is not accepted by the French ministry can not be unpleasant to the Ottoman govt., because the opponents of the French cabinet would have every opportunity to declare that the Republic has to serve the interests of a financial group. On the other hand, if the Rouvier plan is adopted, M.R. would have to be careful not to be politically obliging to Turkey,

ואולם תחילה מלה אחת על ההיבט הפוליטי של קומבינציית רוּביֶה. מעמדו העכשווי של מר רוּביֶה בתור שר האוצר [של צרפת] איננו מקשה את העניין, כי אם מקל אותו. 

אם לא יקבל הוד רוממותו הקיסרית את תוכניתו, לא יוכל משרד האוצר הצרפתי לגלות מורת רוח כלפי הממשלה העות׳מאנית, שהרי במקרה זה יקל על מתנגדי הממשלה הצרפתית לטעון שהרפובליקה משרתת את האינטרסים של קבוצת אנשי כספים. לעומת זאת, אם תתקבל תוכנית רוּביֶה, יהיה על מר רוּביֶה להיזהר מעמדה נוחה מבחינה מדינית כלפי טורקיה,
