Da erklärte im letzten Augenblick  ein Hinderniss das Departement der öffentlichen Arbeiten (xx), uns nicht so viel Nilwasser abgeben zu können, als wir zur gesunden Durchführung des Planes brauchen. Unter diesen Umständen müssen wir auf die ganze Sache vorläufig ver= zichten. Es ist dies mir u. wahr= scheinlich auch Ihnen allen umso schmerzlicher, als der Ausbruch von Kischenew wieder einmal gezeigt hat, wie gross die Noth (xx) im Osten ist. (xx) Ich stelle meine ganze heutige Mittheilung unter Ihre Discretion u. bitte Sie, nur den Mitgliedern des Verwaltungsrathes der J[ewish]c[olonization]a[ssociation] davon streng vertrauliche Kenntniss zu geben. Then, at the last moment, the Department of Public Works declared that they could not let us have the amount of Nile water we need for a sound implementation of the plan.

 

Under these circumstances we have to abandon the whole scheme for the time being. This is all the more painful to me, and probably to all of you as well, because the Kishinev riots have once again demonstrated how great the distress in the East is.

I am trusting my whole communication of today to your discretion and I ask you to inform only the members of the I.C.A.’s board of directors of it on a strictly confidential basis.

Dear Lord Rothschild:

 

My whole Sinai plan has broken down. Everything was ready.

 והנה ברגע האחרון הודיעה המחלקה לעבודות ציבוריות שאין היא יכולה לספק לנו מי נילוס בכמות שאנו זקוקים לה לביצוע משביע רצון של תוכניתנו.

בנסיבות אלה אנו נאלצים לוותר לפי שעה על העניין כולו. הדבר מכאיב לי עוד יותר, ומן הסתם גם לכם, לאחר שההתפרצויות בקישיניוב שוב הוכיחו מה רבה המצוקה במזרח [אירופה].

את ההודעה של היום על כל הכרוך בה אני מפקיד בסודיות בידיך ומבקש שתמסור אותה בסודיות גמורה לחברי הנהלת יק״א בלבד.
