Political agitation which can lead to the downfall of the State is punishable by exile or, if the individual could do harm there, by death.

Amnesty!

חנינה!

כל העבֵרות שנעברו בשְבי־הגלות, גם עבֶרות רכוש, תחול עליהן חנינה מבחינה פוליטית, לא ידבק בעובריהן קלון (ברור שהחוש הבריא של האוכלוסייה ימנע מינויים של נוכלים ידועים לשמצה לתפקידי־כבוד et au besoin j'y veillerai [ואם יהיה צורך בכך אשגיח על כך בעצמי]). חיים חדשים יתחילו בשביל כולם. ואולם יהיו עונשים חמורים על עבֵרות חדשות שם שָם. בעבֵרות־פרֵדה (עסקים מלוכלכים שנותרו בעבר ההוא) אטפל רק על־פי החוק האזרחי, על־ידי אותה משכנתה ראשונה שכבר הזכרתי.
